Throughout his career, Allan has worked to strengthen the legal and moral architecture that protects refugees and displaced persons worldwide. As Canada’s Ambassador to the United Nations, he led the diplomatic effort that culminated in the unanimous adoption of the Responsibility to Protect doctrine — affirming the international community’s obligation to prevent genocide, ethnic cleansing, and mass atrocities. His work as UN Special Envoy investigating the unlawful recruitment and use of child soldiers reflects a lifelong commitment to confronting injustice wherever it occurs.

As Minister of Justice and Attorney General of Canada, he introduced and stewarded legislation that strengthened human rights protections and fairness in the criminal justice system. In private practice, he built a formidable reputation in complex litigation, earning induction as a Fellow of the American College of Trial Lawyers.

As President and Vice-Chancellor of the University of Ottawa, he learned about and confronted the many challenges facing post-secondary education in Canada. Later, as a Visiting Scholar at Harvard Law School, he engaged in legal research and writing that prepared him for the five years that he taught at the Faculty of Law.

Today, through his membership on the World Refugee & Migration Council, the international Board of Human Rights Watch and other global institutions, Allan remains a student and advocate of international human rights and humane migration policies.
